Director of UkSATSE Andrii YARMAK held working meetings with the management of Swedish LVF and Danish Naviair air navigation service providers
Andrii Yarmak, Director of UkSATSE, as part of his visit to the Scandinavian partners: air navigation service providers LFV (Sweden) and Naviair (Denmark), Entry Point North, a company specialising in the professional training of air traffic controllers, and SAAB, a manufacturer of aeronautical equipment, discussed the continuation of the European ATM Voluntary Solidarity Fund for 2025, resumption of flights in Ukrainian airspace and training of Ukrainian air traffic controllers.
As a result of the visit, a plan for further cooperation was agreed on issues related to support for the replenishment of the Fund in 2025, development of Ukrainian initiatives for the reopening of Ukrainian airspace and specifics of the restoration of air navigation infrastructure.

Head of UkSATSE, takes part in the 61st Session of the EUROCONTROL Provisional Council (PC) and Permanent Commission (SN)
The 61st Session of the EUROCONTROL Provisional Council (PC) and Permanent Commission (SN) was held on 13 June 2024, where Ukraine was represented by Andrii Yarmak, Director of UkSATSE, and Kostiantyn Shvets, Representative of Ukraine to EUROCONTROL.
The participants of the Session were informed, among other things, about the functioning of the European ATM Voluntary Solidarity Fund in support of Ukraine during 2023 and the replenishment of the Fund in 2024.
Ra?l Medina Caballero, Director General of EUROCONTROL, also stressed the need to extend the Fund for the next year.
Andrii YARMAK, on behalf of Ukraine, expressed his sincere gratitude to the Agency and EUROCONTROL Member States for their valuable assistance and support during more than two years of war, and in particular for the creation and replenishment of the Fund in 2023-2024, which allowed the preservation of the Ukrainian air navigation system.
Attention was also drawn to the vital need to continue the functioning of the Fund beyond 2024 in view of the continuing armed aggression of the russian federation.

Government approves Financial Plan of UkSATSE for 2024
On 5 December 2023, the Cabinet of Ministers of Ukraine approved the 2024 Financial Plan of UkSATSE.
The main objectives of UkSATSE activity in 2024 are:
-to keep the Ukrainian air navigation system infrastructure alive and functional;
-to retain and support highly qualified personnel and ensure the operation of UkSATSE units as the main component of the Joint Civil-Military Air Traffic Management System of Ukraine (JCMS) in the interests of defence and security of the State.
As the Ukrainian airspace is currently closed to civil flights, there is no income from the operating activities of UkSATSE. Critical expenses are financed exclusively by the European ATM Voluntary Solidarity Fund established in 2022 on the basis of the European Organisation for the Safety of Air Navigation (EUROCONTROL) and replenished by the EUROCONTROL Member States.

European ATM Voluntary Solidarity Fund extended for 2024
Today, the EUROCONTROL Permanent Commission has taken a historic decision to extend the European ATM Voluntary Solidarity Fund for 2024 to support Ukraine and Moldova. Like this year, the Fund will allow ensuring the operational activities of UkSATSE and creating the prerequisites for the resumption of services in the Ukrainian airspace after the end of hostilities.
Andrii Yarmak, Director of UkSATSE: “On behalf of UkSATSE and Ukraine, we are honoured to express our sincere gratitude to all EUROCONTROL Member States and the Agency for their unprecedented support and solidarity!”
For almost 2 years now, Ukraine in general and its aviation sector in particular have been going through the most challenging period in their history. While the heroic Armed Forces of Ukraine are fighting to de-occupy the Ukrainian land, the aviation authorities of Ukraine and UkSATSE are working hard to find ways for the rapid post-war recovery of air navigation services in the Ukrainian airspace, which is a crucial condition for the resumption of civil aviation operations.

Andrii Yarmak, Director of UkSATSE, signed a Memorandum of Cooperation with ROMATSA R.A.
During his working visit to Romania, Andrii Yarmak, Director of UkSATSE, signed a Memorandum of Cooperation with Mr. Adrian-Marius Cojoc, Director General of the Romanian Air Traffic Services Administration (ROMATSA R.A.), to deepen cooperation between the two countries’ air navigation service providers.
This MoC enhances our ability to resume air navigation services in Ukrainian airspace through the provision of additional training for Ukrainian air traffic controllers, coordination between ANSPs at the operational level and regional cooperation in order to identify common strategic objectives.
Andrii Yarmak, Director of UkSATSE: “Every meeting with European colleagues, every new cooperation agreement is another victory for us today opening up new prospects for the further development of the air traffic management system in Europe.
We are grateful to our colleagues from ROMATSA for a meaningful dialogue and for their confidence in our common future.”
